Sheff Wed Confronts Major Issues, States New Football Authority

'We are going to be a part of football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties are seen as a "serious issue" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four fan organizations representing the Championship side this week.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"The club represents one of the iconic names for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and dealt with."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in June, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, Bury or any football club where people are committed to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the fans themselves."

Inquired if the regulator could force an chairman to relinquish a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to cooperate with proprietors.

"The final option we would consider is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of the sport, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the sport makes errors, the remarkable development accomplished could disappear rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has been invested for the recent generations, because there's no guarantee it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an economic entity of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
